Kaiserslautern, Rhineland-Palatinate (Germany)

Kaiserslautern (100,000 inhabitants), is located in the western part of Germany, has an ongoing history of economic shrinkage reaching back to the 1970s. The city has been largely dependent on manufacturing industries and the military sector, which have disappeared or are on the verge of being shut down during the ongoing economic recession (e.g. a General Motors plant, operating under the German auto manufacturer label Opel).
